The +963 international calling code, associated with Syria, has been cited in warnings about Wangiri-style phone scams targeting Kenyan mobile users. In this type of scam, fraudsters place short missed calls from unfamiliar international numbers in an attempt to make recipients curious enough to call back.

When a victim returns the call, they may be connected to a premium-rate or high-cost international number, potentially resulting in unexpected charges. The scheme relies on the recipient voluntarily calling back rather than on the missed call itself causing a financial loss.

The Communications Authority of Kenya has warned users about suspicious international missed calls and similar callback scams. Mobile users are advised not to return calls from unfamiliar international numbers unless they can independently verify the caller, and to report suspicious activity to their mobile network provider.
